4:42PM: The National Weather Service says heavy snow will continue tonight but begin to taper off from south to north through the morning hours on Friday. Warmer air streaming in off the Atlantic should keep most of the precipitation as rain for coastal New England, with some mixing in of sleet or freezing rain possible.

2:00PM: The National Weather Service updated its snow totals for Rockland County.

NOON: Recurring snow storms have marked County Executive Ed Day's initiation into the job. "I can't say enough about our road crews," he told Patch.  "They've been up against it since I got in here Jan. 1."

Day said county trucks are having mechanical issues here and there, but that there is sufficient equipment—and salt. 

"The trouble is Mother Nature is quicker than we are with these bands of snow," he said. An expected lull in the storm will allow plowing to catch up and also give the crews a break, he said, "but we'll be in for another battle tonight."

11:30AM: Transport of Rockland (TOR), Tappan
ZEExpress (TZx) and TRIPS buses update:

  • TOR: Service is suspended until further notice.  We hope to resume service later today.
  • TZx:  Service is suspended until further notice.  We hope to resume service later today.
  • TRIPS: Service is cancelled for the day

10:45AM: Governor Andrew M. Cuomo declared a state of emergency for the Mid-Hudson, New York City, and Long Island regions as a Nor’Easter storm continues to impact parts of the State. Critical resources normally restricted to State use will be mobilized to assist local governments and laws and regulations that would otherwise impede their rapid response are suspended.

“These regions are expected to continue to receive heavy snow that may accumulate at rates of around two to three inches per hour, which will make it difficult for plows to keep some roads clear," Cuomo said in a statement. " New Yorkers should stay off of the roads and remain in their homes until the worst of the storm has passed.”

10:15AM: This is the latest update on Transport of Rockland (TOR), Tappan
ZEExpress (TZx) and TRIPS buses.

TOR: Operating a normal weekday schedule with up to 30 minute delays.
  • Loop 1 in the Monsey area will not service Maple Leaf, Walter and Monsey Blvd.  Loop 2 service in Monsey is suspended until further notice.
TZx: Operating a normal weekday schedule with up to 30 minute delays.

TRIPS: Service is cancelled for the day.

10:10AM: O&R reports four power outages so far, in New City and Orangeburg (where a garbage truck slid into a transformer earlier this morning). Number of customers affected: 35.

9:00AM: A tractor-trailer jackknifed on the Thruway near Exit 12.

8:55AM: DMV road and knowledge test appointments are cancelled for today because state offices are closed.

8:40AM: State police issued this alert: Exercise due care when traveling the New York State Thruway System. If you must drive, use extreme caution and drive slow. Leave extra space between you and the vehicle in front of you. 

Make sure your car is stocked with survival gear like blankets, shovel, flashlight with batteries, extra warm clothing, quick energy foods, jumper cables, tire chains and extra bottle of washer fluid.

Keep your gas tank as full as possible in the event that you are stranded or stuck in traffic. Check your tires for quality tread and proper inflation.

Keep your cell phone battery charged and keep it with you whenever traveling. 

If you should become stranded on the thruway, know your location by being aware of your direction and mile post marker. This will help emergency personnel reach your location as quick as possible.

Make sure someone knows your travel plans and the routes you are taking.

Metro North is running a reduced service on the New Haven, Harlem and Hudson lines.

Governor Andrew Cuomo has ordered activation of the State Emergency Operation Center to monitor the storm.

All specialty vehicles in the State Police’s fleet, including four wheel drive vehicles, have been prepared for emergency response use. All emergency power and communications equipment has been tested.
