• Orangetown Supervisor Andy Stewart and the Orangetown Highway Department are working with Curti Landscaping to promote leaf mulching. There will be a demonstration 1 p.m. Monday at Blue Hill Commons in Orangeburg. 
• New York State Commissioner of Education Dr. John B. King will participate in one of a series of forums regarding Common Core Learning Standards and other educational reforms 7 p.m. at Port Chester Middle School. The forum may be well out of the area, but of the sessions scheduled so far, it is the closest option for Rockland County residents. 

• The United Way of Rockland is partnering with UNION Restaurant and Bar Latino in Haverstraw to host a special evening to raise funds for those still dealing with the horrific aftermath of Hurricane Sandy. UNION Restaurant will offer its regular menu from 5 p.m. until closing and will donate 20 percent of the proceeds to aid families still suffering the effects of Hurricane Sandy. Diners may make additional donations. Union Restaurant is located at 22 New Main Street in the Village of Haverstraw. Read more here. 
• The proposed 2014 budget for Rockland County will be presented to the Rockland County Legislature's Budget & Finance Committee at 7:15 p.m. Several other legislative committees will meet earlier: Public Safety at 5:30 p.m., Multi Services at 6 p.m.and Planning & Public Works at 7 p.m. The meetings take place at 11 New Hempstead Road in New City. 

• Go Trick or Treating in downtown Pearl River from 3 p.m. to 5 p.m. The Pearl River Chamber of Commerce sponsors this alternative to going house to house, which is coordinated with the Orangetown Police Department. 
• Trick or Treat at Palisades Center Mall from 5 p.m. to 7 p.m. In addition to stores and restaurants handing out candy, go to the JCPenney court to take Halloween-themed pictures. 
• Children under 12 can Trick or Treat at Provident Bank Park in Pomona, home of the Rockland Boulders, starting at 5:30 p.m. Read more here. 
• The Orangeburg Fire Association's Annual Trick or Treat Halloween Parade begins at 6:30 p.m. at the firehouse on the corner of Dutch Hill Road and Orangeburg Road in Orangeburg. Access to nearby roads will be limited.
